IN RE:  HUNDRED PUBLIC LIBRARY—RE-APPOINTMENT OF BERNARD SHACKLEFORD TO BOARD OF TRUSTEES

 

Lawrence P. Lemon moved to re-appoint Bernard Shackleford to the Hundred Public Library Board of Trustees for another five (5) year term to end on June 30, 2020.  Seconded by Donald E. Mason.  Vote was unanimous.

IN RE:  COURTHOUSE AND 4-H CAMP—QUOTE ON PURCHASE OF AEDS (AUTOMATED EXTERNAL DEFIBRILLATORS)

 

Ray Renaud met with Commission with information and quote for purchase of AEDs (Automated External Defibrillators) for the Courthouse and 4-H Camp.  Plans call for two units for the Courthouse, one unit for the 4-H Camp in the Mollohan Center and one for the Commission office.  Low cost option – quote was received for $17,729.60 – not recommended.  Best option – purchase ZOLL AED Pluses at a cost of $21,760.  These units are the ones most commonly used in Wetzel County and trainers and evaluation software are available.  Also these units provide depth and rate feedback while being used.  Included with AEDs are 5 year warranty, documentary, wall cabinet, adult and infant/child pads and signage.  Purchase of extra pads (one additional set) as recommended by the manufacturer would cost an additional $606.00 and would have to be replaced every five years.  Regulatory requirements for implementing AEDs in West Virginia are:  Provide training for users, register program with EMS, publish location of AEDs, appoint a physician medical director to oversee program and maintain an AED according to manufacturer’s guidelines and keep written records of same.  Five year management plan option is available and offers five years of medical direction and online device management at a cost of $1,919.96.  Annual costs include replacement of batteries, replacement pads and teaching supplies estimated at $542.45 per year.  Two levels of training:  Family and Friends and Heart Saver (higher level).

No costs associated with training for Family and Friends with training time of l ½ hours.  Heart Saver training takes 3 hours and there is a $5.00 card fee required for each individual taking the course.  Books and barriers can also be purchased for students if desired.  Manikins for training and one ZOLL AED trainer are available and will be provided.  Lower capability trainers will be needed.  Four Prestan AED Trainers can be purchased for $601.95.  Training to be provided by Mr. Renaud at no cost to the county.

 

Donald E. Mason moved that the County Commission approve Wetzel County AED project with guidance and training from Ray Renaud for purchase of four units for the Courthouse and 4-H Camp at a cost of $30,000.  Seconded by Lawrence P. Lemon.  Vote was unanimous.

IN RE:  EXECUTIVE SESSION—PERSONNEL ISSUES

 

Donald E. Mason moved to go into Executive Session at the request of Ray Renaud to discuss personnel issues.  Seconded by Lawrence P. Lemon.  Vote was unanimous.

 

Donald E. Mason moved that the County Commission come out of Executive Session and reconvene in Regular Session.  Seconded by Lawrence P. Lemon.  Vote was unanimous.
