IN RE:  JUSTICE ASSISTANCE GRANT (PRO)—DIVISION OF JUSTICE AND COMMUNITY SERVICES—CHECK RECEIVED

 

A check in the amount of $2,222.22 was received from Division of Justice and Community Services for reimbursement of expenses incurred with the Justice Assistance Grant (PRO) #13-JAG-37 for the month of April, 2015.

IN RE:  SHERIFF’S OFFICE—HOMELAND SECURITY GRANT—IN-CAR CAMERAS

 

A check in the amount of $2,510.00 was received from the Secretary of Military Affairs and Public Safety as reimbursement of expenses incurred with the Homeland Security Grant #14-LE-04 for purchase of in-car cameras for the Sheriff’s Office.

IN RE:  CHILD ADVOCATE CENTER—BUDGET ADJUSTMENTS TO GRANT

 

Melody Glasscock, Director, Wetzel-Tyler Child Advocate Center, met with the Commission regarding budget adjustments to the Child Advocate Center Grant #15-CAC-21.  She stated that a review of her budget indicated sums of money remaining in the personnel services line item.  She realized that her salary increase was not being paid.  She is requesting that a budget revision be approved to transfer those monies to materials and supplies and training and education line items to purchase office supplies, materials for sexual abuse prevention training and also to provide lunch for seminar.  She advised that the grant specialist has verbally approved those transfers but they must be forwarded to their accountant before making written approval.  The only other option would be to not use the funds and they would be de-obligated.  Those funds total $5,000 and the proposed adjustments/revisions are approximately $4,000.  Transfer is being requested as follows:  $4,000 from Salaries & Wages, add $1,500 to training and education and $2,500 to materials and supplies. 

 

Donald E. Mason moved to honor request of Melody Glasscock for transfer of $4,000 as stated with reimbursement to be made within two weeks.  Seconded by Lawrence P. Lemon.

 

Discussion:  Strike “reimbursement to be made within two weeks.  Commission requested that letter from Glasscock requesting transfer and also letter from grant specialist approving transfer be presented this week.

 

Glasscock advised that her letter would be presented today and approval letter from state would be received by Friday.

 

Vote was unanimous.

IN RE:  CITY OF NEW MARTINSVILLE WATER & SEWER DEPARTMENT—WATER TANK AGREEMENT APPROVED

 

Lawrence P. Lemon moved that the Wetzel County Commission approve the agreement between the Wetzel County Commission and the City of New Martinsville on the water tank site on the property as described in agreement.  Seconded by Lawrence P. Lemon. 

 

Discussion on Section 11 – use of water by 4-H.

 

Vote was unanimous.

IN RE:  MENTAL HYGIENE TRANSPORT—PAYMENT TO FOLSOM VOLUNTEER FIRE DEPARTMENT APPROVED

 

Lawrence P. Lemon moved that payment for transport of mental hygiene patient to Wheeling and Sharps Hospital by Folsom Volunteer Fire Department be approved.  Seconded by Donald E. Mason.  Vote was unanimous.

IN RE:  PINE GROVE BRIDGE—PAVING OF LUMBERJACK LANE APPROVED

 

County Commission received proposal from J&T Paving & Excavating & Refrig., in the amount of $24,000 for paving of road in front Valley High School in Pine Grove, WV.  Area to be paved known as Lumberjack Lane (street in front of Valley High School) to county owned bridge.

 

Donald E. Mason moved that the County Commission pay for paving from Lumberjack Lane to North Fork Road.

 

Motion died for lack of a second.

 

Donald E. Mason moved that the County Commission approve proposal of J&T Paving & Excavating & Refrig., Inc. in the amount of $24,000 for paving from Route 20 to the bridge (Lumberjack Lane).  Seconded by Lawrence P. Lemon.  Vote was unanimous.

IN RE:  ASSESSOR’S OFFICE—EMPLOYMENT OF TERA PHILLIPS AND SANDRA RINE—PART-TIME PERSONAL PROPERTY FIELD DEPUTIES

 

County Commission approved request from Scott Lemley, Assessor, to hire two (2) part-time personal property field deputies, Tara Phillips and Sandra Rine.

IN RE:  NORTHERN PANHANDLE WORKFORCE INVESTMENT—APPOINTMENT TO EXECUTIVE BOARD

 

Lawrence P. Lemon moved to grant authority to Donald E. Mason to make appointment to the Northern Panhandle Workforce Investment Executive Board from the following:  Matt Herrick, Sarah Boley and Larry Tackett.  Seconded by Robert L. Gorby.  Vote was unanimous.

IN RE:  4-H CAMP—WATERLINE TO NEW CABINS—PROPOSAL OF KLUG EXCAVATING APPROVED

 

Lawrence P. Lemon moved to approve proposal of Klug Excavating for installation of two (2) inch waterline from Witte Shelter to new cabins at the 4-H Camp in the amount of $15,239.86.  Seconded by Donald E. Mason.  Vote was unanimous.
