IN RE:  VICTIMS OF CRIME (VOCA) GRANT—DIVISION OF JUSTICE AND COMMUNITY SERVICES—CHECK RECEIVED

 

Check in the amount of $1,505.66 was received from Division of Justice and Community Services as reimbursement of expenses incurred with the Victims of Crime (VOCA) Grant for the month of April, 2015.

IN RE:  AUDIT—ENGAGEMENT LETTER—FISCAL YEAR ENDED JUNE 30, 2014

 

Commission signed engagement letter for audit to be completed by the State Auditor’s Office for Fiscal Year ended June 30, 2014.

IN RE:  WETZEL COUNTY EMERGENCY AMBULANCE AUTHORITY, INC.—REQUEST FOR FUNDING—PURCHASE OF NEW AMBULANCE

 

Jim Colvin and Joyce Raper, Wetzel County Emergency Ambulance Authority, Inc., met with the Commission to request funding in the amount of $61,000 for the purchase of an ambulance.  They advised that in January of this year one of the Authority’s 4x4 ambulances was wrecked on icy roads while responding to a motor vehicle accident on Route 7.  This resulted in a total loss of that vehicle.

They further advised that they operate with a total of six (6) ambulance in Wetzel County from four (4) different stations and that until the accident there was a 4x4 ambulance at each station.  Due to total loss of vehicle, they would like to replace it with a new 4x4 van style ambulance at an estimated cost of $85,656.  Insurance reimbursement was $22,028 and $1,500 was received from sale of wrecked vehicle to a private individual which totals $23,528 toward purchase leaving a balance of $62,127.  They outlined the make-up of the Board and stated that the agency is a 501c3 non-profit corporation.  They have applied for various grants and have been turned down on nine.  Grant funds have been received in the amount of $1,650.  They further stated that new specifications on the vehicle being considered will become effective on July 1, 2015 and will increase the cost by $2,000.  They requested that their request for funding in the amount of $61,000 be approved prior to July 1, 2015.

 

County Commission advised that the fund balance for General County will not be known until August.  They also provided contact information for Brittany Cairns with Columbia Transmission as a possible source for funding.

IN RE:  FOLSOM VOLUNTEER FIRE DEPARTMENT—PURCHASE OF LIGHT PLANT

 

Jimmy Glasscock, Folsom Volunteer Fire Department, met with the Commission to request funding for the purchase of a light plant to be housed at the Folsom station that would be available to other departments as well as law enforcement agencies.   He stated that lighting is a big issue when fighting fires, responding to traffic accidents and other emergencies.  Quote from Leslie Equipment estimated cost to be $8,500. 

 

Discussion was held on mental hygiene transport made by Folsom Volunteer Fire Department.

IN RE:  PROBATION OFFICE—HOME CONFINEMENT—GPS UNITS

 

John Lantz, Chief Probation Officer, met with the Commission to advise that GPS Units for home confinement are now available through his vendor, 3M Electronic Monitoring.  An addendum will need to be added to the current contract.  Estimated cost is $3.10 per day per unit and will only be charged if the units are in use.  GPS monitoring being ordered by the Judge usually through Drug Court is being administered by Northern Panhandle Community Criminal Justice Board at a cost of $5.67 per day.

IN RE:  CITY OF NEW MARTINSVILLE WATER & SANITARY SEWER DEPARTMENT—NEW SOUTH TANK SITE—PROPOSED AGREEMENT

 

Pat Durant, City of New Martinsville Water & Sanitary Sewer Department, and Matthew Brake and Curt Indermuhle, Swiss Valley Associates, met with the regarding the proposed water tank agreement.

 

Discussion was held on Item 11 – in exchange for right to install tank City will provide free water to Wetzel County Commission for three lines and taps. 

 

Pat Durant stated that the City agreed to provide taps to make water available but that the City would charge a flat rate of $29.00 a month if used.  He explained that the fee could be prorated if water is only used for part of a month.  They will install three frost-free water hookups for 4-H use.  The agreement does not address the location of the taps but they can be located at the discretion of the County.

 

Commission to direct Timothy Haught, Prosecuting Attorney, to revise proposed water tank agreement removing language as to free water and add that City will install/provide three (3) taps for frost free yard hydrants for use by 4-H only to be located at the discretion of the County Commission.

 

Revised document to be presented to the City of New Martinsville for their approval on Monday, June 22, 2015.

IN RE:  TRAFFIC ACCIDENT—INCIDENT ON ROUTE 7

 

Richard Kernan and Shawn Kernan met with the Commission concerning an incident that occurred at a traffic accident on Route 7.  

 

Richard Kernan stated that a semi- truck coming off of Brock Ridge was involved in accident on Route 7. He stated that an individual responding to the accident as a member of EMS was inside the truck taking pictures.  He did not feel this was appropriate for this individual to use his authority as a member of EMS for this purpose.  When he was questioned he stated that he was taking pictures for Ed Sapp, OES/E911 Director.

 

Shawn Kernan stated that he just recently moved back to the area and is opening a business in Wetzel County related to the oil and gas industry.  He was not present at the scene of accident but questioned if this individual is responding as EMS or does he have an ulterior motive.

 

Commission responded that Ed Sapp is not anti-oil and gas exploration.  They were not aware if this individual was directed by Sapp to take pictures to be presented at the Oil & Gas Task Force meetings.

Shawn Kernan responded that he should be there for emergency services purposes only.

 

County Commission asked if he interfered with the accident.

 

Richard Kernan replied no.

 

Shawn Kernan replied this time, no, but he is not just acting as a paramedic representing EMS.

Donald E. Mason moved that the County Commission recess until 1:30 p.m.  Seconded by Robert L. Gorby.  Vote was unanimous.

 

County Commission reconvened pursuant to recess at 1:30 p.m.

Lombardi Development Co., the general contractor, and other sub-contractors, met with the County Commission and other elected officials and staff regarding the Courthouse Electrical & HVAC Upgrade project.
